About the Observatory
An observatory of public service delivery, access and participation in the Arab states.
Mandate
مرصد الإدارة, the Administration Observatory in the Arab Region, publishes comparative evidence on how residents of Arab states reach public services, resources and opportunities and how they experience what they reach. Its purpose is to make the distance between provision and experience measurable, comparable and usable by administrations, researchers and the public.
Approach
The observatory separates what data measure from how they are read. Its index records access and experience; public administration is its analytical lens, not a quantity it claims to measure. Every administrative explanation it publishes is marked as an inference, and every score comes with its item specification, code and diagnostics.
Capacity building
The observatory works with ministries, statistical offices and schools of administration on measuring access and experience in the same survey: fielding access and experience questions in one instrument, reading the access–experience gap, and building experience measures into the performance frameworks of service agencies.
